Nor does it emerge as an ideological manifesto or as <highlight style=\"border-radius: 3px; background: rgb(255, 226, 63);\"><\/highlight>a partisan program, but as an <strong>exercise in historical responsibility<\/strong>: to understand what we did well as a country, what we did badly and, above all, <strong>what we left unfinished<\/strong>. <\/p>\n\n<p class=\"\">Costa Rica has been built through two great republican moments. The <strong>First Republic<\/strong>, forged in the 19th century, laid the foundations for sovereignty, law, public education and an early understanding of the strategic value of the territory and inter-oceanic transit. The <strong>Second Republic<\/strong>, born after 1948, consolidated peace, democratic institutions, social rights and international prestige based on stability and dialogue.  <\/p>\n\n<p class=\"\">Both republics achieved notable progress. Both also generated <strong>structural vices<\/strong> that deepened over time: centralism, deterioration of the judicial system, institutional capture, loss of citizen confidence, weakening of public investment, fragmentation of public debate and a growing difficulty to think strategically in a world that is no longer unipolar. <\/p>\n\n<p class=\"\">To speak today of a <strong>Third Republic<\/strong> does not imply denying or dismantling the previous one. It implies <strong>integrating it<\/strong>, correcting it and projecting it into a radically different global environment. An environment marked by multipolarity, by new economic powers, by strategic supply chains, by competition for infrastructure, data and logistic corridors, and by a Global South that is no longer peripheral, but an actor.  <\/p>\n\n<p class=\"\">The conceptual axis of this book is a simple and profoundly Costa Rican idea: <strong>the water frontier<\/strong>. Yesterday it was the San Juan River; today it is the ports, the railroads, the logistics, the data and the capacity of the State to negotiate from knowledge and not from improvisation. The border is not just a line on the map; it is the place where real sovereignty is decided.  <\/p>\n\n<p class=\"\">History shows that Costa Rica understood early on the value of transit and territory. It also shows that, at different times, <strong>it gave up managing them fully<\/strong>, either due to exhaustion, external pressures or poorly calibrated internal decisions. The result has not been a loss of independence, but a <strong>limited autonomy<\/strong>, especially visible when the country tries to define strategic projects or diversify alliances.  <\/p>\n\n<p class=\"\">This book proposes that the Third Republic be built on <strong>three guiding principles<\/strong>:<\/p>\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li class=\"\"><strong>Useful memory<\/strong>: recovering history not as an epic tale or as a political weapon, but as the <strong>state&#8217;s capacity<\/strong> to better negotiate the future. A country that does not understand its precedents always negotiates from a disadvantage. <\/li>\n\n\n\n<li class=\"\"><strong>Institutions that serve the citizenry<\/strong>: strengthening justice, education, public investment, freedom of expression and the fight against corruption not from rhetoric, but from concrete reforms that correct incentives and restore efficiency to the State.<\/li>\n\n\n\n<li class=\"\"><strong>Cooperative strategic autonomy<\/strong>: maintaining and strengthening traditional Western alliances &#8211; especially with the United States and Europe &#8211; while building a responsible diversification towards the Global South and new economic powers, without unnecessary confrontation or exclusive dependencies.<\/li>\n<\/ol>\n\n<p class=\"\">The Third Republic proposed here <strong>is not anti-Western, nor anti-American, nor rupturist<\/strong>. It is integrative. It recognizes that the world is heading towards multipolarity and that preparing for it is not a betrayal of historical alliances, but a mature way of preserving them in a changing context.  <\/p>\n\n<p class=\"\"><em>The Water Frontier<\/em> is therefore presented as a <strong>strategic guidance manual<\/strong>. Each chapter will seek to diagnose a structural problem, propose principles for action, suggest viable reforms, and point out risks. It does not promise magical solutions or easy unanimity. Rather, it aspires to <strong>raise the level of the national conversation<\/strong>.   <\/p>\n\n<p class=\"\">If Costa Rica wants to remain a stable, democratic and respected republic, it must learn to <strong>think big while remaining prudent<\/strong>, to negotiate without fear and to govern itself with memory. This is not an invitation to conflict, but to <strong>historical maturity<\/strong>. <\/p>\n\n<p class=\"\">That is the purpose of this book.
